Velouté is béchamel with stock in place of the milk, and the one difference that matters is the roux. The Method
  1. Cook the roux to blondeMelt the butter, whisk in the flour, and hold it over medium-low for three to four minutes — a minute or two longer than a white roux. It should turn the colour of straw and smell like toast.
