What to use instead of celery
It depends entirely on what it's doing in the dish. Here's the job, what else does it, and what to skip.

Aromatic base in a soffritto or mirepoix
Celery supplies the savoury, faintly bitter green note that onion and carrot cannot, plus water that keeps the base from frying too fast.
Fennel bulb, dicedRan out

Sweeter with an anise edge that reads clearly in tomato. Softens faster, so add it two minutes behind the onion.
Green bell pepperRan out

Pushes the base towards Creole. Grassier and sweeter, and it holds its shape through a long braise where celery dissolves.

Sweet and oniony with none of the bitterness, so the base tastes rounder and distinctly French.

Flavour with none of the bulk or moisture, so the base browns faster than the recipe expects. The seed is far stronger than the stalk.
What doesn't work: Celery salt in place of the stalks. You would need a tablespoon to taste it, and that oversalts the pot long before any celery flavour arrives, with no vegetable body either way.
Cold crunch in a salad or on a platter
Rigid water-filled cells snap when you bite, and celery holds that snap in mayonnaise for a day where most vegetables go limp in an hour.

Same snap under a sweet anise flavour. Cut edges brown, so dress it within the hour or squeeze lemon over it.

Crisp and sweet-tart, and it browns unless tossed with lemon. Pushes a chicken salad noticeably sweeter.
What doesn't work: Cucumber. It looks the part and has half the structure, so it dumps water into the dressing inside twenty minutes and turns the salad soupy.
